IT HAS been over two months since the formation of the RCI and yet the commission has not started to conduct hearing testimony in Sabah. So far they have only announced that they had identified those who are going to be called to testify. Datuk Liew Vui Keong had confirmed this in Parliament.
It is very unlikely that The commission would be able to complete its job since they were given only six months to do their task by the government. In view of the number of illegals in Sabah and the huge numbers of documents to be uncovered and examine.
We are doubtful if the commission will ever complete their job to its satisfaction and to fully fullfilled the demand of the people which would include a comprehensive solution to the problem.
We also want to know why the commission is not conducting an open hearing and allow every body who want to come forward to offer testimny to be given such the opportunity to do so.
If the commission is restricting the hearing to a predetermined number of individuals or parties then their investigation will fall far short of what is expected by the people.
We also want to see that the departments concerned namely the National Registration Department and the Immigration Department must be called to give testimonies and answer questions posed by the commission.
We don’t want to see a repeat of what happen during the hearing of the Integrity Committee where these two departments just ignored the call by the committee to come forward to provide important informations.
If these two departments refused to appear before the commission then the head of the department, the Ministry and the government at large must be held fully responsible.
If the government wants the RCI to do a comprehensive job then extra funds should be provided to enable the commission to fully carry out its function, however but I did not see that kind of funds reflected in the 2013 budget.
We can expect the high expenditure in facilitating hearings and to facilitate people to come forward to testify. The RCI should not restrict their work in calling people to come forward to testify but to visit where they are working or residing.
From what we have observed so far we are of the opinion that government just want a hush-hush job in order to pacify the people. However we are sure the people of Sabah is the final judge as to whether the government is really serious in this matter.

mula mula aku excited betul dgn RCI di sabah tapi nampaknya bila panel ditubuhkan, tidak melibatkan orang yg patut menjadi panel. jadi maknanya RCI di sabah mungkin akhirnya hanya digunakan untuk membatalkan istilah PTI dan mengiktiraf PTI menjadi warganegara yg tulin.
ReplyDeletesedihnya..aku cuma doakan sesiapa saja yang memberikan atau bersekongkol memberikan kerakyatan secara haram kepada PTI akan dilaknat Tuhan dan menerima bala sehingga 7 generasi.
mereka2 ini adalah pengkhianat negara dan wajib dihukum mati saja.
sesiapa yang mempunyai akal dan fikiran akan menyatakan bahawa RCI adalah ibarat filem Bruce Lee atau filem bollywood yang mengasyikkan dan melenakan sesiapa...inda ada ertinya RCI ini kalau kerajaan Pusat masih dibawah BN,kalau ingin merealasasikan RCI ini dengan betul tumbangkan BN pada PRU13,jangan pedulikan lagi muka si Pairin atau si dompok, si kurup dan sebagainya,kasi dia orang pencen selagi mereka ini ada kita masih di takuk lama...
ReplyDeleteiya bah..betul tu. sepatutnya si pairin si dompok si kurup dll yg ori sabahan yg sepatutnya bermati matian untuk sabah terutama usaha membenteras PTI tetapi bila dalam bn, mereka mereka ni mcm indada guna bah..indada sudah suara mereka yg lantang mcm sebelum masuk bn. buruk2 pun si lajim dan bumburing tetapi mereka ni adalah hero org sabah yg sebenar sbb lantang berjuang untuk kepentingan sabah terutama isu PTI.
ReplyDeleteharap2 umno bn di sabah akan kalah nanti senang juga mau kasi pembersihan sama itu PTI. selagi RCI dlm bidang kuasa kerajaan pusat iaitu bn, selagi itu PTI ketawa2 saja. dorang bilang hari ini kena tangkap, besok dapat ic sudah.
RCI kena dijalankan dgn sebaiknya.

ReplyDeleteUpko president, Tan Sri Bernard Giluk Dompok, is asking for anyone with evidence or details that can be used to help the RCI investigation to come forward to report to the RCI.
ReplyDeleteHe said those with evidence and knows of persons in possession of fake identification cards through false declaration attested by those with ulterior intent, to please forward them and present these to the RCI for investigation.

The Royal Commission of Inquiry (RCI) to address illegal immigrant and dubious identity card issues in Sabah met for the first time in the meeting room of Kota Kinabalu High Court Building .
ReplyDeleteThe RCI Chairman and former Chief Judge of Sabah and Sarawak, Tan Sri Steve Shim Lip Kiong, who chaired the meeting told reporters that the hearing proper would start on January 14 next year and the venue would be the High Court here.

ReplyDelete“All witnesses, whom we think are relevant, will be called before us,” he said.
Asked whether the public can come forward to give statement, Shim said: “Anyone who can give us the relevant information can come forward to testify before us.”

ReplyDeleteShim said the purpose of the meeting was to discuss the progress of the investigation conducted by its investigation unit which was established on Oct 1 this year.
ReplyDelete“So far the progress is very good and we will try our best to finish it within six months…six months from the date of our appointment which is Sept 21 this year.
He said the RCI committee had been given six months to complete its investigation on the influx of illegal immigrants in Sabah.
ReplyDelete“We will try to finish everything before the deadline. Of course under the provision we can ask for extension if it can’t be completed within the stipulated time,” Shim said.

ReplyDeleteAsked about the specific areas that the committee is investigating, Shim said the committee would be investigating all aspects “which we feel are relevant to the terms of reference of the RCI”.
ReplyDelete“We will have to focus with regard to the terms of reference…there are eight terms of reference altogether,” he said.
Asked whether the RCI could help solve the illegal immigrant problems in Sabah, Shim just said that they would try to work within the terms of reference.

ReplyDeleteIn announcing the terms of reference for the commission on Aug 11 this year, Prime Minister Datuk Seri Najib Tun Razak had said that they would among others investigate the number of immigrants in Sabah who were issued identity cards or citizenship.
ReplyDeleteThe investigation would also focus on whether the issuance of the blue identity cards or citizenship to the immigrants was made based on the law as well as investigate whether those who obtained the blue identity card or temporary identification receipt (blue) or citizenship illegally were registered in the Electoral Roll, he added.
Apart from that, Najib said the RCI would also investigate whether the relevant authorities had taken any action or made efforts to improve standard operating procedures, methods and regulations to avoid non-conformity with the law in regard to the matter.

ReplyDeleteFurther investigation was also needed in matters pertaining to the standard operating procedures, methods and regulations on the issuance of the blue identity cards or citizenship to immigrants in Sabah by taking into account international standard and norms used in Malaysia, he was quoted as saying.
