TRANSFORMATION or reformation? That was the question asked by Prime Minister, Datuk Seri Najib Tun Razak to the people of Tuaran during his speech at the launching of the Nadi Kasih Programme in Tuaran, yesterday.
Najib said that the national transformation efforts in the form of the Government Transformation Programme and Economic Transformation Programme and other government initiatives are recognised by the world.
“The transformation programme is an established effort that seeks to propel Malaysia towards a developed nation status.
“Malaysia is recognized by many world leaders and international experts as having the ability to assist its people through such aid schemes as BR1M 1.0 and 2.0,” he said adding that BR1M 3.0 will be continued next year.
Najib also stated that if the people of Sabah continue to support the state and federal governments, they would not only continue to enjoy the existing benefits from development but would also receive more in the future.
“Sabah is not just any fixed deposit, but one that will benefit the people. If it is not enough we will add more…we just need a mandate from the people,” he said.
He also said that the people of Sabah should reject reformation as it only created problems for the public with the opposition's vague agenda and promises.
Later, Najib announced an allocation of RM32.5 million to upgrade the 14km Kampung Topokon to Kampung Wangkod Gontung road used by more than 3, 000 residents in the area. The upgrading work will start soon.
Meanwhile, in his speech, Minister of Local Housing and Government Datuk Hajiji Noor commended Najib on his efforts to put the people first in his national policies.
"Ever since he assumed office, the Prime Minister has launched many programmes and policies that have benefited the country and united its people regardless of race and religion,” Hajiji said.
He told the people that the Tuaran district will benefit from the Prime Minister’s transformation programmes in many ways.
Hajiji then cited a few examples, such as the RM1.2 million allocated for 2,000 school bags, uniforms, shoes, and stationeries for school children, kitchen supplies and vitamins for 600 families, 200 bicycles for youths, 40 units of wheelchairs for disabled people, health checks and medication for 2,000 people, as well as eye check-up for 1,500 people.
“Indeed, we are very lucky to have a government that provides all these benefits,” he said. (Insight Sabah)

ReplyDeletePengumuman kerajaan untuk memansuhkan Akta Keselamatan Dalam Negeri 1960 dan beberapa akta lain yang dianggap lapuk bukan sahaja mencatat sejarah baru tetapi turut merubah landskap politik negara sepanjang 2011.
Keputusan itu mengejutkan banyak pihak, khususnya barisan pembangkang yang terkesima dan mati akal dengan langkah berani Perdana Menteri Datuk Seri Najib Tun Razak yang hanya mengambil masa dua tahun untuk menunaikan janjinya bagi melaksanakan Program Transformasi Politik (PTP) negara.
Tanggal 15 Sept menjadi titik permulaan transformasi politik negara yang dilakukan Najib apabila beliau mengumumkan pemansuhan ISA, Akta Buang Negeri 1959, dan kajian semula yang membabitkan Akta Kediaman Terhad 1933, Akta Mesin Cetak dan Penerbitan 1984 serta Seksyen 27 Akta Polis 1967, semasa menyampaikan perutusan khas sempena sambutan Hari Malaysia.

ReplyDeleteISA akan digantikan dengan dua undang-undang baru yang sesuai dan dijangka dibentangkan di Dewan Rakyat pada sesi Mac tahun depan.
Kata Najib, dua akta baru yang akan menggantikan ISA bakal mewujudkan perseimbangan antara hak asasi individu, kebebasan sivil dan menjaga keamanan awam.
Langkah itu juga, kata Perdana Menteri membolehkan Malaysia mengamalkan sistem demokrasi yang progresif dengan lebih baik dan dihormati negara lain.
Pada Oktober, pemansuhan Akta Buang Negeri 1959 diluluskan Dewan Rakyat tanpa sebarang pindaan selepas akta itu yang telah 34 tahun tidak diguna pakai, diyakini sudah lapuk dan tidak boleh digunakan lagi.
Ini diikuti dengan pemansuhan Akta Kediaman Terhad 1933, yang mana serentak itu Najib turut mengumumkan pembebasan kesemua 125 individu yang ditahan mengikut akta itu dengan serta-merta manakala lebih 200 waran yang belum diserahkan dibatalkan.
Menurut Najib, pemansuhan akta itu dan beberapa akta lain merupakan sebahagian daripada permulaan PTP negara dan pelengkap kepada Program Transformasi Kerajaan (GTP) dan Program Transformasi Ekonomi (ETP) yang dilaksanakan kerajaan.

ReplyDeleteKesungguhan kerajaan melaksanakan proses transformasi politik itu menurut Perdana Menteri tidak dipengaruhi atau didesak mana-mana pihak, sama ada dari dalam mahupun luar.
"Tiada siapapun yang mempengaruhi kita, tiada siapapun yang mendesak kita. Kerajaan ini membuat keputusan atas kehendak dan fikrah sendiri dengan memulakan proses islah dan penambahbaikan," katanya.
Beliau berkata teras utama PTP mengambil kira aspirasi nasional ke arah sebuah Malaysia moden, demokratik, progresif lagi maju dan memiliki demokrasi yang berfungsi.
Ia juga bertujuan menyeimbangkan keperluan keselamatan nasional dan kebebasan individu dengan mengambil kira kemajmukan negara, yang kompleks sifatnya, dan ancaman keganasan global pasca tragedi 11 Sept 2001, katanya.
Transformasi politik Najib juga jelas kelihatan melalui pendekatan matang pentadbiran beliau berdepan gesaan badan bukan kerajaan dan desakan daripada pembangkang, berhubung kebebasan mengadakan perhimpunan termasuk perhimpunan haram 9 Julai -- Bersih 2.0.

ReplyDeleteSeiring dengan semangat 'merasai denyut nadi rakyat', Najib dilihat berjaya meneruskan momentum transformasi politiknya apabila berupaya menggantikan pertentangan dengan dialog, sekatan dengan keterbukaan, dan mengatasi authoritarian dengan demokrasi.
Buktinya langkah kerajaan membentangkan Rang Undang-Undang Perhimpunan Aman 2011 bagi menggantikan Seksyen 27 Akta Polis yang bertujuan membenarkan warganegara menganjurkan dan menyertai perhimpunan secara aman dan tanpa senjata.
Rang undang-undang yang diluluskan Dewan Rakyat pada hujung bulan lepas adalah satu daripada usaha kerajaan melakukan transformasi terhadap kerangka undang-undang sedia ada berhubung hak perlembagaan warganegara untuk berhimpun.
Turut diluluskan bulan lepas ialah usul untuk memansuhkan tiga Proklamasi Darurat yang diisytiharkan pada tahun 1966, 1969 dan 1977.

ReplyDeleteUsul yang dibentangkan Najib itu bertujuan membatalkan tiga proklamasi yang diperuntukkan di bawah Perlembagaan Persekutuan selepas keadaan darurat dan kini dimansuhkan kerana ancaman keselamatan seumpamanya tidak lagi wujud.
Selaras dengan kesungguhan Perdana Menteri untuk melaksanakan PTP fasa kedua dengan pemansuhan tiga Proklamasi Darurat itu, seramai 36 orang tahanan di bawah Ordinan Darurat dibebaskan.
Tidak terhenti di situ, ruang demokrasi turut dibuka Najib kepada golongan mahasiswa apabila kerajaan memutuskan untuk meminda Seksyen 15 Akta Universiti dan Kolej Universiti (AUKU) 1974 bagi membolehkan pelajar yang mencapai umur 21 tahun menyertai parti politik.
Mengumumkan perkara itu semasa membentangkan usul memansuhkan Proklamasi Darurat, Najib berkata keputusan itu dibuat kerana kerajaan percaya kepada kematangan dan kebijaksanan para mahasiswa.

ReplyDelete"Dengan itu bagi menghormati hak Perlembagaan mahasiswa dan mahasiswi negara yang telah mencapai umur baligh undang-undang atau 'age of majority', kerajaan akan pinda Seksyen 15 AUKU 1974 bagi membenarkan mereka menjadi ahli parti politik," katanya.
Penuntut universiti bagaimanapun ditegah sama sekali membawa politik kepartian ke dalam kampus.
Langkah itu, dilihat banyak pihak mampu mengembalikan keyakinan sebahagian pengundi muda yang sebelum ini lebih cenderung kepada agenda pembangkang.
Biarpun langkah-langkah transformasi Najib mungkin diterjemah sesetengah pihak sebagai strategi kerajaan Barisan Nasional (BN) untuk menghadapi pilihan raya umum ke-13 tidak lama lagi, namun tidak dapat dinafikan pembaharuan yang dibawakan anak sulung Tun Abdul Razak Hussein ini akan kekal menjadi legasinya sebagai Perdana Menteri Malaysia keenam.
Perdana Menteri Datuk Seri Najib Tun Razak mengumumkan tujuh projek di bawah Program Transformasi Ekonomi (ETP), dengan nilai pelaburan RM5.607 bilion.

ReplyDeleteDilancarkan pada 2011 oleh Perdana Menteri Datuk Seri Najib Tun Razak, program Nadi Kasih melalui agensi yang dilantik melaksanakannya, 1Malaysia Development Berhad (1MDB), bertujuan untuk membaiki 10,000 rumah usang dalam tempoh dua tahun.

18 Feb -- Kerajaan meluluskan peruntukan RM12.6 juta tahun ini bagi membangunkan seluas 1,580 hektar kawasan baharu tanaman koko di seluruh negara melalui Program Tanaman Baharu Koko.

In keeping with a presidential approach to politics, Datuk Seri Najib Razak will table his Barisan Nasional’s (BN) report card of initiatives and achievements in a “State of the Union” speech tomorrow night, say government officials.
ReplyDeleteHis party officials and critics have pointed to Najib’s presidential-style campaign since taking office in 2009 as a key factor to get votes in BN’s Election 2013 campaign. The election is expected to be held within a month.
ReplyDeleteCalling it a “State of Union” speech similar to that done in the United States, ministers and officials say Najib will speak on achievements made in both the Economic Transformation Programme (ETP) and Government Transformation Programme (GTP) that began in 2010.
ReplyDelete“There will be economic and social markers to show how far we have come under the ETP and GTP. That is BN’s track record,” a minister told The Malaysian Insider on condition of anonymity.
ReplyDeleteMinister in the Prime Minister’s Department Senator Datuk Seri Idris Jala had briefed senior editors and analysts last week on what Najib would touch on although the contents of the speech and report are embargoed until tomorrow night.
ReplyDeleteNajib himself has said he will need to show the report card for the ETP and GTP before calling elections to get his own personal mandate after taking over from Tun Abdullah Ahmad Badawi in April 2009.

ReplyDeleteThe country’s sixth prime minister has appeared to be brimming with confidence ahead of the polls, disclosing last week Malaysia’s Gross National Income (GNI) figures growing 49 per cent or US$6,670 (RM20,677) to US$9,970 between 2009 and 2011, although the numbers have been disputed.
ReplyDeleteWhile banking on economic figures to show progress under BN, Najib has also set several initiatives including cash handouts to the poor while focusing on creating jobs for the youths.
The prime minister’s initiatives have made him more popular than his party and government, with the latest Merdeka Center survey showing his approval ratings are at 61 per cent last month, down from 63 per cent last December.

ReplyDeleteBoth his government and party have been scoring just above 40 per cent approval ratings in similar surveys, reflecting his importance to BN’s efforts to regain its customary two-thirds majority lost in Election 2008.
“BN needs him more than ever. The winnable candidates will rely on Najib to pull through, not the other way round,” a senior BN politician told The Malaysian Insider, saying new faces will not have enough time to present their credentials to the voting public.

We have to depend on Najib and his economic figures,” the politician said, adding this reflected the prime minister’s presidential approach in carrying out his duties.
“It depends on him so I hope we win big,” he added.

ReplyDeleteBN officials privately predict that the ruling coalition could get back its two-thirds majority although the Pakatan Rakyat (PR) pact led by Datuk Seri Anwar Ibrahim is also confident of a victory.
BN with under the leadership of Najib Razak is in a transformation mode, & the PRU13 proof that the Malaysian choose the transformation government.

ReplyDeleteWhen he first became prime minister, Datuk Seri Najib Razak saw problems not merely for Umno and Barisan Nasional, but in the relationship between the government and the rakyat. He made clear when he launched the Economic Transformation Programme, the Government Transformation Programme, and the 1Malaysia concept, that these projects were important enough to endure beyond elections.
ReplyDeleteThe proof of this lay in the repeal of laws such as the Internal Security Act and the Printing Presses and Publications Act, which were done well in advance of GE13, and in the Government’s war on corruption, which has seen the Malaysian Anti-Corruption Commission not only show its independence but score successful prosecutions for corruption even against the mighty.
ReplyDeleteNajib’s governance of Malaysia and his party is motivated by two insights.
ReplyDeleteFirstly, his party, his coalition, and the government must transform themselves to meet modern Malaysia’s needs. This insight has eluded the Opposition, who believe that they need merely oppose the Government in order to have power, and some in BN, who believe that they can hold power without transformation.
Secondly, the structural problems Najib is working to change have existed for some time, and so will require time and the involvement of the rakyat to overcome. Najib is a very hands-on politician, and relishes going to ground precisely because doing so directly involves the rakyat in government and that transformation process.
ReplyDeleteThe results have been undeniable. Malaysia has experienced economic growth that has far surpassed most of the world’s, and is escaping the so-called ‘middle income trap’ most developing nations face. Vision2020 may be realised two years early.
ReplyDeleteThe political benefits have been undeniable as well. Najib was able to bring his own coalition along on the historic legal reforms he launched in 2011, despite initial resistance from within.
ReplyDeleteIt is to the Prime Minister’s credit that he has taken his mandate seriously and pushed ahead with national reconciliation and transformation.
ReplyDeleteHe is already pushing through the anti-corruption efforts he promised before the election, and expanding economic growth through the ETP and through increased trade.
ReplyDeleteThis is why Najib is well-positioned for the Umno elections: his personal popularity is based on the results he has achieved, and the transformation he has accomplished.
ReplyDeleteThe grassroots of Umno have seen the benefits of his programmes, and Umno’s leadership have realised that the future lies with Najib and transformation.
ReplyDeleteNajib’s challenge, as it was before GE13, is to convince the many stakeholders in Malaysian society that transformation and careful reform are not merely pleasant ideas, but necessities.
ReplyDeleteHe is engaged in a long-term project to transform Malaysia. He has won his mandate for that transformation, and is clearly determined to see it through this Parliament and beyond.
ReplyDeleteHis accomplishments to date suggest it would be a bad idea to doubt him.
To achieve the transformation that is implemented by BN government, we as a Malaysian need to support the Government.
